History of Encompass

Encompass was created by Allstate in 2000 from the personal lines insurance business it had acquired from CNA Financial the prior year. CNA's personal lines operation had roots reaching back to 1897 and brought Allstate a book of business distributed through independent agents, a channel Allstate did not serve at the time.

Allstate rebranded the acquired operation as Encompass Insurance and launched it with a product called the Universal Security Policy, a single-policy structure that packaged auto, home, and other personal coverages under one contract rather than as separate policies. That packaged design remains the brand's signature product approach.

Through the 2000s, Encompass grew into a meaningful contributor to Allstate's independent agent distribution. The brand operated in the middle and upper tiers of the personal lines market, competing with brands such as Travelers, Safeco (Liberty Mutual), and The Hartford for customers with above-average home values and multiple vehicles.

Allstate consolidated parts of the Encompass organization in the late 2010s and early 2020s as part of the Transformative Growth plan, reducing the number of states and tightening underwriting appetite in catastrophe-exposed markets. The Encompass brand remained active as of 2026, distributed exclusively through independent agents in roughly 40 states, with underwriting entities carried inside Allstate's corporate subsidiary structure.
