Veterinarian Jack Stephens founded Veterinary Pet Insurance in Brea, California in 1982 after experiencing a euthanasia decision driven by cost, an event he later described as the impetus for creating a way to insure pets against expensive veterinary care. On April 8, 1982, VPI issued the first pet health insurance policy in the United States to the dog then playing Lassie, an event staged for press at a public ceremony.
VPI created the American pet insurance category and dominated it for decades. The business pioneered selling pet coverage as a voluntary employee benefit beginning in 1999, a channel that became its most important growth engine. By the time of its acquisition it had more than 500,000 pets covered, with Nationwide Mutual as its underwriting partner from the beginning.
