History of Fluor Corporation
John Simon Fluor founded the company in Santa Ana, California in 1912 as a sawmill construction firm. It grew into an oil refinery builder in the 1920s and 30s, then expanded through the mid-century into petrochemicals, power, and international work, including major projects in Saudi Arabia and the Middle East.
The company became a global icon of megaproject delivery in the 1970s, most famously as a lead contractor on the Trans-Alaska Pipeline system. Through the following decades it diversified into mining, government services, and infrastructure, and by the 2000s was one of the world's largest contractors.
The 2010s proved punishing: aggressive fixed-price bidding on megaprojects produced repeated write-downs that eroded profitability and credibility. David Constable took over as CEO in 2021 and led a cleanup: shedding riskier contract types, refocusing on reimbursable work, and returning Fluor to consistent profitability. Jim Breuer, a longtime company executive, became CEO in 2025.
Recent history also includes portfolio moves: the company exited its ICA Fluor Mexican joint venture in 2026 with a $73 million gain, and continues to monetize part of its early strategic stake in NuScale Power, the small modular reactor developer it has backed since 2011.
Fluor Corporation Sustainability & Ethics
Fluor publishes an annual sustainability report covering emissions, safety, and community investment, and markets energy transition services including carbon capture and hydrogen work. Its safety record and ethics program are industry benchmarks for a company of its scale.
Controversy, Regulation & Public Scrutiny
Fluor's recent scrutiny has been financial rather than ethical: multi-year write-downs on legacy fixed-price megaprojects (the Gordie Howe International Bridge, LAX people mover, I-35 Phase 2, and legacy mining work) produced repeated earnings hits through 2025-2026. Each charge has been disclosed and quantified; the risk reset to reimbursable contracting is meant to end the pattern.
