History of Sempra
Sempra formed in 1998 through the merger of Enova Corporation, parent of San Diego Gas & Electric, and Pacific Enterprises, parent of Southern California Gas. The combined company took the Sempra name and built a dual-utility California base.
The underlying franchises are far older: SoCalGas traces to 1867 gas works in Los Angeles, and SDG&E's roots run to 1881 San Diego lighting companies.
The company expanded into Texas with its Oncor investment in 2018, and built its infrastructure arm around LNG development, including the Cameron LNG export terminal in Louisiana and Energía Costa Azul in Baja California.
Leadership consolidated under Jeffrey Martin, who became CEO in 2018 and chairman in 2019, steering the company toward regulated utility growth and monetization of infrastructure stakes. The 2025 agreement to sell 45 percent of the infrastructure subsidiary continued that pattern of crystallizing asset value while retaining the platform.
Sempra Sustainability & Ethics
The company publishes sustainability reporting on emissions reduction, methane management at SoCalGas, and wildfire mitigation at SDG&E, where grid hardening and shutoff protocols are central operational issues.
SoCalGas positions itself for low-carbon gas transport including hydrogen blending pilots, while the California regulatory environment steadily pressures gas distribution economics over the long term.
Controversy, Regulation & Public Scrutiny
Aliso Canyon legacy: The 2015-2016 SoCalGas Aliso Canyon gas leak, the largest methane release in US history, produced settlements exceeding $1.8 billion and permanent regulatory oversight of storage operations.
Wildfire regulation: SDG&E pioneered preemptive power shutoffs after early-2000s wildfire liability, and California utility wildfire cost structures remain a standing regulatory exposure.
LNG project scrutiny: Infrastructure projects including Costa Azul draw environmental review and community opposition typical of export terminals.
