History of Steam

  • Founded: 2003
  • Founders: Valve Corporation

Valve Corporation was founded in 1996 by Gabe Newell and Mike Harrington, both former Microsoft employees. The company's first game, Half-Life, was released in 1998 to critical acclaim. Valve developed Steam as a digital distribution platform, launching it on September 12, 2003. The platform was initially created to provide automatic updates for Valve's games, particularly Counter-Strike, but quickly evolved into a comprehensive gaming storefront.

In 2005, Valve began offering third-party games on Steam, transforming the platform from a Valve-only service to a general PC game marketplace. Publishers increasingly chose Steam as their primary digital distribution channel and moved away from retail sales.

Throughout the late 2000s and 2010s, Steam expanded its features significantly. Steam Community launched in 2007, adding social networking features. Steam Workshop launched in 2011, enabling user-generated content and modding. Steam Greenlight (later replaced by Steam Direct) opened the platform to independent developers, leading to an explosion of available titles.

Valve also expanded into hardware. SteamVR launched in 2015 in partnership with HTC, bringing virtual reality gaming to the Steam platform. The HTC Vive, co-developed with Valve, was one of the first major PC VR headsets. Valve later developed its own VR headset, the Valve Index, released in 2019.

In 2022, Valve launched the Steam Deck, a handheld gaming PC that runs SteamOS, a Linux-based operating system. The Steam Deck has been a commercial success, selling over 4 million units and capturing approximately 48% of all handheld gaming PC hardware sales. The device expanded Steam's reach into portable gaming, competing with the Nintendo Switch.

Steam has continued to set records. In 2025, the platform reached a peak of 39 million concurrent users before setting a new all-time record of 42,042,778 concurrent users on January 11, 2026. Estimated gross game revenue on Steam reached $16.9 billion in FY2025, a 57% increase from 2024, driven by major releases including Monster Hunter Wilds, Cyberpunk 2077, and continued strength of live-service games.

In H1 2026, estimated gross game revenue on Steam reached $11.1 billion, putting the platform on pace for another record year. The platform continues to add titles at a rapid pace, with over 135,000 games available as of early 2026.

About Valve Corporation

Who owns Valve?
Valve Corporation is privately owned by its employees and founder Gabe Newell. Newell, who co-founded the company in 1996 after 13 years at Microsoft, holds the majority stake. The company has no external investors, has never raised venture capital, and has never filed for an IPO. Valve has declined acquisition offers from multiple companies, including reported offers from Microsoft and Electronic Arts.

What is Steam?
Steam is Valve's digital distribution platform for PC games, launched in 2003. It is the dominant PC game marketplace, hosting tens of thousands of games and reaching 42 million peak concurrent users in 2025. Steam generated an estimated $20 billion in gross revenue in 2025 and $11.1 billion in the first half of 2026. Valve takes a 30 percent commission on most game sales, with reduced rates of 25 percent and 20 percent for games earning more than $10 million and $50 million, respectively.

Is Valve publicly traded?
No. Valve is a private company and has never been publicly traded. Gabe Newell has stated that Valve has no plans to go public. The company's private status allows it to make long-term decisions without quarterly earnings pressure or shareholder obligations.

How many employees does Valve have?
Valve employs approximately 350 people. This is remarkably small for a company generating an estimated $6 to $8 billion in annual revenue. Valve's flat organizational structure, with no traditional managers or departments, contributes to its lean headcount.

What is the Steam Deck?
The Steam Deck is a portable gaming PC released by Valve in February 2022. It runs SteamOS, a Linux-based operating system that uses Proton, a compatibility layer allowing Windows games to run on Linux. The Steam Deck sold an estimated 4 million units in its first three years. In May 2026, Valve raised prices to $789 to $949 due to component shortages, resulting in an estimated 80 percent decline in weekly unit sales.

What new hardware is Valve releasing in 2026?
Valve is shipping three new hardware products in 2026: the Steam Machine (a living room gaming PC), the Steam Frame (a VR headset), and the Steam Controller 2 (a game controller priced at $99, launched May 4, 2026). All three were initially planned for early 2026 but were delayed by a global RAM shortage affecting electronics manufacturing.

How much revenue does Steam generate?
Steam generated an estimated $20 billion in gross revenue in 2025, according to market analyst Alinea Analytics. In the first half of 2026, Steam generated $11.1 billion, a 14.5 percent increase over the same period in 2025. These figures represent gross transaction volume on the platform, not Valve's net revenue, which is lower after paying developers their share.

Does Valve make games anymore?
Valve continues to develop games, though its release pace is slower than in its early years. Recent releases include Half-Life: Alyx (2020), a VR-exclusive title, and Counter-Strike 2 (2023), a major update to Counter-Strike: Global Offensive. Valve's game development output is smaller relative to its platform and hardware businesses, which generate the majority of the company's revenue.

Steam Sustainability & Ethics

As a private company, Valve Corporation publishes limited sustainability or ESG information. The company does not produce annual sustainability reports or disclose environmental impact data.

Valve is not a Certified B Corporation. The company does not hold B Corp certification.

Steam's environmental footprint is primarily related to data center operations and content delivery infrastructure. The platform serves millions of concurrent users and handles petabytes of game downloads, requiring significant energy consumption. Valve has not publicly disclosed specific emissions data or renewable energy commitments.

Steam's content moderation policies have been a subject of public discussion. The platform allows a wide range of content, including mature and controversial games, with some exceptions for illegal content or content that violates Steam's terms of service. Valve has taken a generally permissive approach to content moderation, arguing that it should not be the arbiter of what games are available, though it has removed some games in response to legal requirements or community pressure.

The Steam Workshop has enabled significant revenue for mod creators, with over $500 million in trades processed. This has created economic opportunities for independent content creators, though Valve has faced criticism about its commission structure on Workshop sales.
